Uganda’s Ministry of Information and Communications Technology and National Guidance has formalised a memorandum of understanding (MoU) with UK-based organisation Spotlight on Africa and Algorithmic Partners to establish a major community-focused ICT innovation and digital skills hub in Mbale District.
Signed on Friday, the partnership reflects government efforts to strengthen digital inclusion, expand technology access and equip young people with practical IT skills that can spur job creation and entrepreneurship in eastern Uganda.
The hub, designed as a space for training, mentorship and community-driven innovation, aims to bridge existing digital gaps by empowering youth and local residents with market-relevant competencies in information and communications technology. Officials say it will support pathways into employment, remote work opportunities and grassroots entrepreneurship.
Permanent Secretary Dr Aminah Zawedde said the collaboration complements the national digital transformation agenda, which prioritises digital skills development, innovation ecosystems and inclusion of underserved communities outside Kampala. She emphasised the hub’s potential to catalyse community participation in Uganda’s growing technology-driven economy.
The initiative is part of broader efforts by government and international partners to expand regional digital skills centres and strengthen Uganda’s presence in the global digital economy. Participants noted that similar hubs across the country will help nurture future tech leaders and support inclusive socio-economic development.
